What is ELCAS?
The Enhanced Learning Credits Administration Service (ELCAS) runs the MOD’s Enhanced Learning Credits (ELC) Scheme, which promotes lifelong learning for service personnel and veterans. It provides financial support in the form of up-front credits towards eligible training at level 3 or above with approved learning providers.
If you have enough qualifying service, you can normally claim funding in up to three separate financial years, with ELC covering a large part of your course fees and you (or your employer) paying the balance. Exact amounts and tiers depend on your length of service.
Who can use ELCAS?
You may be able to use ELCAS funding if you are:
- Currently serving in the Royal Navy, Army or Royal Air Force and have built up enough eligible service,
- A service leaver or veteran within the allowed time limits after discharge, and
- Planning higher-level learning (level 3 or above, or equivalent) with an ELCAS-approved provider.
Your exact entitlement, claim limits and timelines are set out in JSP 822 and on the official ELCAS website. Local education staff or the ELCAS helpdesk can confirm what you can claim and when.

Initial discussion
We start with a short call or email exchange to understand your service status, timeframes and training goals. We will also confirm whether the course you are looking at is eligible for ELC funding and at the right level.
Course and funding check
We help you match your ELC entitlement to a suitable course or pathway, taking into account:
- ELC eligibility (level, provider status, duration),
- Your available claims, tiers and personal contribution,
- Any sector or professional requirements for the qualification you are aiming for.
Formal quote and documentation
We issue an ELC‑compliant quote and course information for your claim, in line with ELCAS rules. That includes course title, level, dates, costs, and provider details in the format your education staff and ELCAS expect.
Claim timing and checks
We remind you of key deadlines, including the requirement to submit your claim at least 25 working days before the course start date, and to obtain and present your Claim Authorisation Note (CAN) before training begins.
Course booking and payment
Once your CAN is issued, we link it to your booking and arrange invoicing so that ELC and your personal contribution are handled in line with MOD requirements. You get written confirmation of what is being claimed and what you are paying.

Why use an ELCAS admin service?
The ELC process is rules‑driven, with clear deadlines. Common issues for learners include:
- Missing the “25 working days before course start” submission window,
- Choosing a course that does not meet ELCAS eligibility rules,
- Not getting the right written quote or course information from the provider, and
- Problems with Claim Authorisation Notes (CANs) and evidence when it is time to pay.
When that happens, funding can be delayed or refused. In a resettlement window or a tight posting schedule, you may not get a second chance.
A focused ELCAS admin support service does three things for you:
- Helps you pick suitable, eligible courses.
- Steers you through the claim process and deadlines.
- Links your ELCAS paperwork to the provider’s booking and invoicing so payment is handled correctly.
The aim is not to “do everything for you”, but to make sure the process is clear, compliant and on time.
What you remain responsible for
We are on your side, but there are parts of the process only you or the MOD can control. You remain responsible for:
- Checking your ELC eligibility and entitlements with ELCAS or your education staff,
- Submitting your claim through the official ELCAS portal,
- Providing accurate personal and service details,
- Making your personal contribution to course fees, and
- Following JSP 822 and any updated MOD guidance.
We will flag issues we see, and we will not encourage you to make claims that do not appear to meet the published rules.

- Your service status and rough dates,
- Any previous ELC claims you have made,
- The type of qualification or role you are aiming for, and
- Your preferred timescales for training.
